Cost for the government but not illegal

Some things are actually not supposed to be illegal. Sometimes people got to do things that are extra cost for the government, but it doesn't endanger people, violate people's rights etc, its just going to cost more to clean up. We dont want to make these things illegal, otherwise the government is going to be in a momentum to make even more things like these illegal.

Permeability of the Law

Another law idea: 

Law would be assesed in terms of its desired reach, the reach consists of various dimensions: Number of people, wide of space, for example. Then if the law's reach was too high, it would automatically only be guidelines for individuals. 

So lets say its a bill, a bill would have permeability points of 50, so anything in the bill that regulates companies, local governments, organizations would apply to them, but since in this example the bill had tried to regulate wide of areas and numbers of people that were beyond the 50 points, smaller entities and rural areas, and individuals within the rural areas could not be permeated by the bill. However a mining site in a desolated place for example, that gathered a lot of workers and established a big corporation, might as a parent organization be subjected to the bill, because it had became "big enough" 

In order for the order to permeate into smaller entitites, local governments needed to concur the bill

I imagine if this or something like this was implemented, a crazy government would want to do population control in immoral or unjust ways (even subtly), so other or surrounding governments should be able to scrutinize each other. But this is for another case
