Some things like eating and drinking on the train station is rather doable but banned. So instead of banning it through the law, or through the respectable guidelines, you could have this category "Object of on-site instructions" where the enforcer would decide if they were to allow or disallowed it. Only after you refuse the enforcer's instruction you'd be liable
Shameless plug: Please consider "Points of concerns" as well where you'd announce points of concerns that haven't become law yet, don't have to be obeyed, but local ruling could make laws out of them or if they became out of hand the executive could issue the order on the spot.
